Depending on the structure of your muffler, you can either buy a baffle to fit it or separate it and re-pack it into lighter material. They sell it at your local motorcycle shop. But I'm not sure if putting steel wool in a tube does anything other than blocking the exhaust and creating some interesting mixing problems for the engine or pushing pieces of steel wool during assembly.
